In a significant development, the National Association of Resident Doctors (NARD) has firmly rejected the 25% increment in basic salary and accoutrement allowance proposed by the Federal Government.
The doctors have steadfastly maintained that their primary demand is the full restoration of the Consolidated Medical Salary Structure to its 2009 value.
As the strike continues unabated, the medical community is urging the government to address their demands to prevent further escalation of the industrial disharmony in the health sector nationwide.
Restoring the Rightful Value
The striking doctors, during their National Executive Council (NEC) meeting tagged “LasGIDI 2023,” have made their stance unequivocal.
Dr. Orji Emeka Innocent, Dr. Chikezie Kelechi, and Dr. Uma Musa jointly signed the communique, stating that the 25% increment is regarded as ‘paltry.’
Instead, they emphasize the need for the immediate restoration of the Consolidated Medical Salary Structure to its original value at the time of its approval in 2009.
Urgent Need for Circular Implementation
Among their pressing demands, the resident doctors insist on the immediate release and implementation of the circular on the One-for-One policy for the replacement of exited clinical workers.
They express concern over the alarming depletion of clinical staff in hospitals due to brain drain, leading to an overwhelming workload and potential risks to patients’ lives.
Unfulfilled Promises
Adding to their grievances, the doctors express dissatisfaction with the non-payment of the 2023 Medical Residency Training Fund (MRTF), despite several promises made by the government.
This raises concerns about the government’s commitment to improving the healthcare system and the well-being of medical practitioners.

Resolving Pending Salary and Arrears
The NEC has resolved to demand the prompt payment of all salaries and arrears, including salary arrears from 2014 to 2016, hazard allowances, consequential adjustment of the minimum wage, and promotion arrears.
These payments are deemed essential to recognize and appreciate the hard work and dedication of deserving doctors.
Challenges Faced by Doctors in Specific States
In the communique, the resident doctors call upon the governors of Abia, Kaduna, Enugu, and other states where the welfare of medical practitioners is neglected to urgently address these challenges.
The demands include clearing salary backlogs, paying promotion arrears, adopting or reviewing the CONMESS salary structure, and reviewing the hazard allowance.
Fighting Against Casualization of Doctors
The doctors vehemently reject any form of casualization of doctors in tertiary health institutions across Nigeria.
They warn that this could lead to imminent industrial action if not addressed promptly.
Urgent Appeal for Release of Trainer and Improved Security
The striking doctors further appeal for the immediate and unconditional release of their trainer, Prof. Ekanem Philip-Ephraim of UCTH Calabar.
They also call on the government to enhance security measures in the country to prevent such occurrences in the future.
Addressing the Burden of Subsidy Removal
The NARD appeals to the federal and state governments to consider ways of alleviating the burden faced by Nigerians in the post-subsidy era.
The doctors emphasize the importance of prudently utilizing savings from subsidy removal for the common good.
