These reforms are being implemented through the Cross River State Enabling Business Environment Council, in collaboration with various partners, including the Federal Ministry of Finance, Budget and National Planning, the Presidential Enabling Business Environment Council (PEBEC), the Nigeria’s Governor’s Forum, and the World Bank.
Speaking at the workshop, Dr. Glory Effiong, the Champion of the State Action On Business Enabling Reforms (SABER), explained that the primary objective of the SABER program is to enhance the overall business environment at both national and subnational levels.
This encompasses improving the efficiency of land administration, enhancing the regulatory framework for private investment in fiber optic infrastructure, establishing state investment promotion agencies, and enhancing the services provided by these agencies.

Dr. Effiong emphasized that one of the strategic initiatives being adopted by many states to expedite the resolution of commercial disputes is the establishment of Small Claims Courts.
These courts play a pivotal role in promoting, encouraging, and facilitating alternative dispute resolution mechanisms for small claims, offering an efficient alternative to lengthy trials.
The government of Cross River State is working diligently with the state judiciary to support the establishment of the Small Claims Court.
Additionally, they are in the process of hosting the state judiciary website, a move that will further enhance transparency and accessibility to legal information.
