TOUCHAHEART – The Kano State House of Assembly has passed a bill dissolving the four newly created emirate councils in the state. The dissolution was a result of deliberations on the floor of the House during plenary on Thursday, May 23, 2024.

The Kano State Emirates Council Amendment Bill was considered on the floor of the House after scaling second and third reading on Thursday morning.

Background of the Law

The law was amended and adopted by the parliament in May 2019, opening the door for decentralization.

The law was allegedly designed to reduce Muhammadu Sanusi’s authority as Kano’s emir at the time.

The measure was then signed into law by Abdullahi Ganduje, who was the state’s governor at the time.

Impact of the Law

The law has abrogated the establishment of five new emirates in the state. All offices established under the repealed law have been set aside by the new bill.

Also, all district heads elevated or appointed under the repealed law are to revert to their previous positions.

The new law is set to abrogate the creation of five emirates done by the former administration of Abdullahi Ganduje in 2019 and the restoration of Sanusi Lamido Sanusi as the Emir of Kano Emirate.

The move could pave the way for the return of the deposed Emir of Kano, Muhammad Sanusi II.

Also in January 2024, Former Kano governor and the leader of the Kwankwasiyya movement, Sen. Rabi’u Kwankwaso, said that the issue of the Kano emirates would be revisited.

Following the victory of the New Nigerian Peoples Party in last year’s election, Kwankwaso had said the government of Abba Kabir Yusuf would review the dethronement and balkanisation of the emirate.
